In theory, in a democracy, a political party that wins an election and goes on to form a government can or should routinely be challenged by opposition parties that fail to win; supposedly, the vigorous debate about what kinds of laws should be passed and how the country should be governed that results from such a confrontation of views is good for democracy. (Alas, this notion has been completely lost on the Democrats who have controlled the U.S. Congress since the elections of November 2004.)
