NATO: No ‘Business as Usual’ With Moscow
BRUSSELS, Aug. 19 — NATO allies said Tuesday there would be no “business as usual” with Moscow until Russian troops withdraw from all parts of Georgia, but members of the Western alliance disagreed on the extent to which Moscow should be more permanently isolated.
