As various European governments and their diplomats try to make sense of the effects of the recent Russia-Georgia war, as far as serious diplomacy is concerned, on this issue, lame duck George W. Bush has gone AWOL again, leaving the matter to the hapless, jet-setting Condoleezza Rice. Bush’s faithful head of the U.S. Department of State has made scolding noises about Russia but has refused to undertake the most essential task any American diplomat could pursue – that’s heading to Moscow in person to speak directly with the highest-level policy-makers in the Kremlin. Instead, Rice has been buzzing around doing – doing what exactly?
