Holidays and furloughs differ for workers, not customers

The furloughs ordered by the governor have Sacramento in a tizzy, with union leaders warning about how closing state offices two Fridays a month not only will hurt the workers who will lose the pay, but also harm Californians seeking to do business with the state.
