HAVANA, Cuba — The United States has turned off a news ticker at its mission in Havana that had long irritated the Cuban government, diplomats said yesterday.
The 5-foot-tall ticker, which streamed news reports and messages blaming Cuba’s problems on its socialist economy, infuriated former President Fidel Castro when it was turned on in January 2006.
